Does the floating tasbih work over other apps?

On Android, yes — grant the "display over other apps" permission and the tasbih bubble will stay on top of any app. On iOS, Essiraj uses Live Activities and Picture-in-Picture.

Can I create custom counters?

Unlimited custom counters, each with its own target (33, 100, 1000 or any number) and its own label.
